Alliance limits will remain at 50, with 40 counting towards the alliance score.
Buddy packs will remain at 4

Ship stats have been refreshed and are final by Sunday, and Government / Race stats have remained unchanged.

Round changes are:

Reduced FC salvage bonus from 40% to 30% for Cathaar
Changed XP to make it slightly higher and slow less quickly
Remember co-ords on scan requests
Fixed Fleet Mission parsing
