This is to announce that Round 67 - Shames of the Past signups are officially open! Congratulations to NoXiouS for providing the winning name.

Firstly, ship, government and race stats are FINAL!

Buddy packs remain at 3 (with 4 buddy packed people per galaxy at tick 12) and alliances at 60, with 40 counting towards their total score.

Major changes from last round:
- The combat engine has modified to "re-use" left over damage and fire again. This will reduce the more extreme problems seen when "flakking".

- The top 10 galaxies cannot use their "late joiner" slot until they drop out of the top 10 - once they have used it, they can go back into the top 10.

- Galaxy donations can now only go to the bottom 60% of the universe by score (or bottom 2 planets in the galaxy by score) rather than everyone.
