The key changes are as follows:

-Buddy pack sizes are now 6, with a total of 7 buddy packed planets available at tick 336 (based on original buddy packed planets in the galaxy at shuffle time).
-Each alliance member is automatically allocated alliance attack and defence points which are registered in-game on their alliance profile. These can be adjusted at the discretion of the HC/BC.

Alliance limits are unchanged, with 50 counting towards the ranked score and a total of 60 members allowed.

Ship statistics are visible here.
They are final. Race bonuses and government bonuses are also final.
